A Mexican national, he has extensive experience in international cooperation, project development, and strategic communication. He has worked on strengthening relationships with public and private institutions both in Mexico and globally and has published specialized articles on elections and democracy from a comparative perspective. Additionally, he has served as a lecturer at various universities, teaching courses on political science, international relations, and diplomacy.

He holds a Master’s degree in Political Science from the University of Salamanca (as a Fundación Carolina scholar) and a Bachelor's degree in International Relations from the National Autonomous University of Mexico (UNAM). At the EU-LAC Foundation, he leads the monitoring and evaluation of bi-regional projects, manages strategic partnerships, and fosters engagement with new stakeholders.
