José Antonio Arróspide del Busto, President of the EU-LAC Foundation
José Antonio Arróspide del Busto was appointed President of the EU–LAC Foundation on 31 October 2025 by decision of the organisation’s Board of Governors. A Peruvian diplomat with an extensive career, he has held numerous high-level positions within the Peruvian Foreign Service and in the multilateral sphere.
Throughout his career, he served as Vice-Minister – Secretary-General of Foreign Affairs of Peru and as Ambassador of Peru to the European Union, Belgium (with concurrent accreditation to the Grand Duchy of Luxembourg), the Netherlands, France and Romania (with concurrent accreditation to Serbia, Croatia, Bosnia and Herzegovina, North Macedonia, Montenegro and Moldova). He also served as Deputy Permanent Representative of Peru to the United Nations in New York.
In the field of regional integration and multilateral diplomacy, he was Director-General of the General Secretariat of the Andean Community, President of the Executive Council and of the Conference of the States Parties of the Organisation for the Prohibition of Chemical Weapons (OPCW), and Vice-President of the Common Fund for Commodities. He was also a member of Peru’s delegation to the European Union–Latin America and the Caribbean Summits, the Summit of the Americas and other high-level meetings.
He speaks Spanish, English, French and Portuguese, and has been honoured with numerous decorations, including the Grand Cross of the Order “El Sol del Perú”, as well as grand crosses and distinctions awarded by Belgium, the Netherlands, Romania, Colombia, Spain, Finland, Argentina and Mexico.
With his extensive diplomatic experience and deep knowledge of bi-regional processes, José Antonio Arróspide del Busto assumes the Presidency of the EU–LAC Foundation with the aim of strengthening dialogue and cooperation between the European Union, Latin America and the Caribbean.
