As part of its Road towards to the EU-CELAC Summit, to be held in Santa Marta, Colombia on 9-10 November 2025, the EU-LAC International Foundation will celebrate its fourth edition of the training and updating course for foreign service officials from the European Union, Latin America and the Caribbean, and the European External Action Service, in Rome.
With this programme, the organisation wants to contribute to the mutual knowledge, learning and dialogue between diplomatic officials and experts from both regions to build trust and identify opportunities for bi-regional collaboration for the benefit of the societies of the countries of both regions, especially the most vulnerable ones, which are, for the most part, the least represented in the partnership.
The initiative builds on the training experiences carried out by the organisation between 2014 and 2023 in both regions. Its first edition was carried out with the Iberoamerican Institute of the University of Salamanca (Virtual format, 22 November - 3 December 2021), its second edition with the Foreign Service Institute of Argentina -ISEN- (Buenos Aires, 31 October - 4 November 2022), and the third edition with the German Federal Foreign Office (Berlin, 13 - 17 November 2023), while this fourth edition will be organised with the economic contribution of the Italian Ministry of Foreign Affairs and International Cooperation.
As in previous edition of the programme, the main objectives of the course are:

Promote and encourage interest and further involvement in the strategic partnership between Latin America, the Caribbean and Europe and on priority issues of the bi-regional agenda, among young diplomatic service officials from both regions.

Identify, analyse, and stimulate debate on the common issues and strategic interests in the contemporary international order of the countries of Latin America, the Caribbean and the European Union, as well as CELAC.

Elaborate and divulge knowledge on the foreign policy agendas of the European Union and the countries of Latin America and the Caribbean, as well as the shared agenda between the two regions and the existing mechanisms and levels of cooperation.

Contribute to the professional training of young civil service officials and diplomats from both regions.

Support spaces for reciprocal knowledge and networking among young foreign service officials and diplomats from both regions to facilitate future channels of more direct and positive dialogue exchange and cooperation in the different areas linked to the bi-regional partnership association.
This programme is a closed-door event. Attendance is limited to participants designated through direct communication with the respective Ministry of Foreign Affairs.
