The Board of Governors of the EU-LAC International Foundation has appointed José Antonio García Belaúnde as President of the organisation for the 2024-2028 mandate. García Belaúnde, a Peruvian diplomat, was designated unanimously by the 61 members of the EU-LAC Foundation.
In its new postion, García Belaúnde will represent the EU-LAC Foundation in its external relations, ensuring a visible and representative role through high level contacts with authorities from Latin American and Caribbean States, as well as the EU and its Member States.
Over the course of his notable career, García Belaúnde held the position of Minister of Foreign Relations for Peru between 2006 and 2011. He also served as the Peruvian Ambassador to Spain and as Permanent Representative of Peru in the Latin American Integration Association (ALADI). He held posts at Peruvian embassies in the United States, Ecuador, France, Mexico, as well as the Peruvian representation at the United Nations in New York. Additionally, he was an international civil servant in the Andean Community and has been CAF representative for Spain and Europe.
A graduate of the Diplomatic Academy of Peru, he obtained a diploma from Oxford University and a Master's degree in International Relations and International Law from the Instituto Universitario Ortega y Gasset attached to the Complutense University of Madrid. He has taught at the Institute of Government and Public Policy of the San Martin de Porres University and at the Diplomatic Academy. He is the author of books and essays on Peruvian foreign policy.
Statement by García Belaúnde
It is an honour to assume the presidency of the EU-LAC Foundation, an essential institution for the strengthening of EU-LAC relations, so key in these times of global polarisation.
Together with Alberto Brunori and the organisation's team, we will draw up a work programme for the 2024-2028 mandate around key axes such as: jointly taking on the challenge of climate change; deepening economic cooperation to include new technologies; renewing the commitment to the rule of law, democracy and equality, among others.
