As part of the Fourth International Conference on Financing for Development (FfD4), to be held in Seville, Spain, the EU-LAC Foundation invites you to the “Multi-Stakeholder Forum on the EU-LAC Bi-regional Care Pact”. The event is organised in partnership with the Governments of Spain and Colombia, the Global Alliance for Care, the Economic Commission for Latin America and the Caribbean (ECLAC), UN Women, and the German Agency for International Cooperation (GIZ).

This forum aims to foster exchange among governmental actors, international organisations, civil society, and academia, with the objective of advancing the proposal for a bi-regional pact that recognises care as a fundamental right and promotes comprehensive public policies with a focus on gender, intersectionality, and sustainability. If approved at the highest political level during the forthcoming CELAC–EU Summit of Heads of State and Government in Colombia, such a Bi-regional Care Pact, given its transformative potential, could significantly deepen and enrich the range of cooperation mechanisms between both regions.
The Forum’s objectives are to:

Promote dialogue and coordination among representatives from both regions, including ministerial authorities and state secretariats responsible for cooperation, foreign affairs, finance, social affairs, and women’s issues, regarding the why, what, and how of a Bi-regional Care Pact.

Gather technical input on the potential contents and modalities of cooperation under the framework of a prospective Bi-regional Care Pact.

Highlight the relevance of the Care Pact in the context of bi-regional cooperation and the upcoming CELAC–EU Summit, to be held in Colombia in November 2025.
The Multi-Stakeholder Forum will be structured into two segments. Participants will have the opportunity to engage in a high-level segment from 09:00 to 11:00, and a technical segment from 17:30 to 19:30. Both sessions will take place at the “Care Pavilion” of the Global Alliance for Care, located at Casa de la Provincia, Plaza del Triunfo 1, 41004 Seville.
