Reflections and contributions towards an EU-LAC Bi-regional Pact for Care

This publication, which forms part of the EU-LAC Foundation's series of analyses, recommendations and strategic contributions to enrich the bi-regional dialogue and the IV CELAC-EU Summit, contains the reports resulting from the Multi-stakeholder Forum on the Bi-regional Pact for Care and the Digital Consultation on the Pact.

The Multi-stakeholder Forum on the Bi-regional Pact for Care between Latin America, the Caribbean and the European Union, held in Seville, Spain, on 1 July 2025, took place within the framework of the Fourth International Conference on Financing for Development (FfD4). This initiative was promoted by the EU-LAC Foundation together with the Global Alliance for Care, ECLAC, UN Women, the Spanish Ministry of Equality, the Colombian Ministry of Foreign Affairs, and the EU Regional Programme ‘Inclusive Societies in Latin America and the Caribbean’, and was funded by GIZ, within the framework of the programme ‘Care Economy for Sustainable Economic Development with Gender Equality in Latin America and the Caribbean’. The event, held in the ‘Care Pavilion’ of the Global Alliance for Care, represented a milestone in the bi-regional process to advance the recognition of care as a human right, a public good and a fundamental pillar of sustainable development.

The EU-LAC Foundation, through the EU-LAC Women’s International Network (EU-LAC WIN) and with the support of the Global Alliance for Care, launched a digital consultation in May and June 2025 on the Bi-regional Care Pact. The goals of the consultation were to review the draft Pact to reaffirm its relevance and enrich it with new contributions: experiences, comparative studies, suggestions on regulations, professional training, quality standards, and financing; as well as to highlight the multiple intersections of care and promote forms of cooperation such as North-South, South-South and triangular cooperation.
