In the context of the renewed political momentum generated by the IV CELAC–EU Summit 2025 and the launch of the EU–LAC Alliance for Citizen Security, both regions have reinforced their commitment to closer cooperation in addressing the challenges of transnational organised crime, drug trafficking, and illicit economies, under the principle of shared and common responsibility and a framework based on human rights, the rule of law, and multisectoral responses.
Building on this basis, the EU-LAC Seminar “Advancing the whole-of-society approach in EU-LAC cooperation against transnational organised crime” organised in the framework of the EU Crime Fighting Week, takes place in a context where transnational organised crime continues to represent a growing challenge for both regions. The event aims to strengthen bi-regional cooperation by promoting an approach that brings together governments, civil society, the private sector, academia, and local communities in the design and implementation of more inclusive and effective public policies to address illicit economies and their social impacts.
Objectives
- Facilitate intersectoral dialogue and the exchange of knowledge and experiences among key stakeholders from both regions.
- Review the progress, achievements, and opportunities of bi-regional and sub-regional initiatives in the fight against transnational organised crime.
- Identify best practices in inclusive public policies based on respect for human rights and comprehensive strategic partnerships.
- Promote bi-regional cooperation through the exchange of experiences and the exploration of new opportunities for collaboration.
- Contribute to the preparation of a policy report with action-oriented recommendations.
Format and participants
The seminar will bring together civil society and state actors, local governments, the private sector, communities, academia, and international experts, fostering a truly multisectoral approach.
The event will last half a day, structured around thematic sessions with moderated discussions and interactive exchanges among participants. The discussions will be held in English and Spanish, with simultaneous interpretation.
